Both bindings are quite rare. Many guilds who have been running Molten Core for over a year now have seen maybe only 1 half.

1. Receive both Bindings of the Windseeker (drop rate: 4,08%) from Garr and Bindings of the Windseeker (drop rate: 4,28%) from Baron Geddon in Molten Core.
2. Visit Highlord Demitrian in Silithus.
3. Kill Ragnaros for Essence of the Firelord (100% drop rate when you have the quest in your log).
