Comment by Thottbot. The Rallying Cry of the Dragonslayer is a buff given to characters when someone in Stormwind or Orgrimmar turns in the head of Onyxia or Nefarian. Alliance characters need to turn in the head to Highlord Bolvar Fordragon and Horde characters need to give the head to Thrall.

To get it you need to turn in the head of the Onyxia of Nefarian boss as a quest. You can turn the quest in at any time but if the cooldown for the buff is up it will give you your quest rewards and the buff. This buff is on a 6 hour cooldown.
