What is a CER folder?
A CER folder is established for a Veteran or Servicemember who applies for Chapter 31 benefits, and whose basic eligibility for Chapter 31 benefits has been established. A CER folder must not be established for a Veteran whose claim for Chapter 31 benefits does not meet the basic eligibility criteria.
