Which is faster NTFS or ReFS?

The parity tier has to recompute with every file written, but makes more efficient use of disk space.

Are ReFS stable?
In the years since its release, ReFS has had some time to mature. Not only has the file system been proven to be stable, it has been enhanced over the years and is now far less limiting than it once was. For example, Microsoft added data deduplication support to ReFS in Windows Server version 1709.

ReFS does not support shrink, unfortunately. The only option you have is to move all the data elsewhere, delete the partition and create a smaller one of the desired size. The new one should be NTFS-formatted so you can extend or shrink it later unless you have very solid requirements to use ReFS.
