What is the Vtos payment?
If you are over 21 years of age, are unemployed and have been getting certain social welfare payments for at least 6 months you can apply for the Vocational Training and Opportunities Scheme (VTOS). This scheme provides a range of courses to meet the education and training needs of unemployed people.
Is Vtos means tested?
The spouse/partner of a person in receipt of Jobseeker’s Allowance or Jobseeker’s Benefit may also qualify to join a VTOS course. VTOS is not means tested. Therefore the rate of payment is not affected by any earnings/income received by the VTOS participant.

When was Vtos established?
1989
The VTOS programme was set up back in 1989 as a labour market intervention offering Second Chance Education for long-term unemployed individuals who are over 21 years of age, and in receipt of a Social Welfare payment for at least 6 months.
Who runs Vtos?
The Vocational Training Opportunities Scheme, which is run by the Department of Higher Education, Innovation and Science is operated through the ETBs. Sometimes courses can take as long as two years.
Are Vtos payments taxable?
The Vocational Training Opportunities Scheme (VTOS) is not taxable. Payments made under the Community Employment scheme, Rural Social Scheme (RSS), Tús and the Community Services Programme are taxable.
Do you get Christmas bonus on Vtos?
A VTOS participant retains entitlement to any secondary benefits s/he may already have e.g. Christmas Bonus, Fuel Allowance, Diet Supplement Rent or Mortgage Supplement. If you are signing for unemployment credits only, you may participate in the scheme but you will NOT receive an allowance.

How long can I stay on illness benefit?
Illness Benefit is payable if you are getting Domiciliary Care Allowance and/or the Carer’s Support Grant. If you are receiving Working Family Payment (WFP) and become ill, payment of WFP may continue with Illness Benefit for up to 36 days (6 weeks).
