Well it depends on defense, If u have just got into th-9 then,silver-1 or gold-3 would be suitable as there will be many dead bases and u can get lots of gold and elixir to upgrade your defense.

IN TH8 it is easy to go to crystal league. you can use strategies like mass dragon GOWIPE GOVAHO GOVALO. But for these armies it requires lot of elixir and dark elixir. what i suggest you is to use LOMI army because lomi army costs you around 1,75,000 elixir and 250 dark elixir.
