Noel learns everything Serah learns as a Synergist and more, and likewise Serah learns everything Noel learns as a Saboteur and more. Honestly, though, you can pretty much do whatever you want as far as leveling up goes. Neither of them are terrible in any role, and leveling any role gives you stat bonuses that are applicable across all roles.
