To get a mini gun at the start of the game turn on the no cops cheat code & go to the airport & climb over the fence. Then, steal a plane & go to either San Fierro or Las Venturas. The no cops cheat is for the 4 star wanted level when you get there. Then use the jetpack cheat to fly up to the mini gun location.
