You find it through the Dungeon Finder. Click on the Dungeon Finder icon in your Action Bar or the letter I (eye), then click on Scenarios (left side). Click the check box for A Little Patience and there you go.

What are scenarios wow?
Scenarios, introduced in Mists of Pandaria, are short, 3-player instances, with progressive objectives and a story arc. Scenarios are completely role-less, meaning tanks or healers aren’t necessary to succeed – any class combination can work.
How do I get operation Shieldwall rep?
If you go to your reputations tab and choose Operation: Shieldwall to get rep from it whenever you do dungeons, you can do a random Cataclysm, Cataclysm Heroic, Hour of Twilight Heroic or Mists of Pandaria dungeon to get 300 extra rep from each if you are on lvl 81-90.

Characters below level 50 can no longer queue for the Mists of Pandaria scenarios. Before the pre-patch, if you locked your level to 90 you could queue with other level 90 characters to get a Greater Cache of Treasures. Now, if you are level 35, the level cap for Mists of Pandaria, you cannot do this anymore.

You actually can get there without flying, as is stated in the first post. Mishi, Lorewalker Cho’s dragon is at the bottom of the steps at both horde and alliance shrines and will fly you up to The Seat of Knowledge.
How do I get into the arena of annihilation?
Once you’re 90, head to Kun-lai Summit and the Temple of the White Tiger. Gurgthock will be standing next to a gong just outside the temple proper, and he’ll give you a quest to enter the Arena of Annihilation, with the reward being the choice of a couple weapons tailor made for your class.
