Is Raava more powerful than Vaatu?
If we look at what’s been shown, Vaatu clearly seems more powerful. Vaatu exhibits various powers, from the vines to being able to turn spirits dark. Meanwhile, Raava just seems to float about the place a bit. Raava’s only chance to win in the end was to merge with Wan.
How did Korra defeat Vaatu without Raava?

As time went by, Unalaq came up with a plan to achieve his idea, which was to free Vaatu during the next Harmonic Convergence and fuse with him in order to become a Dark Avatar, a plan that went contrary to the Red Lotus’ goals of destroying the Avatar and the Avatar Cycle altogether. Vaatu extracted Raava from Korra.
Why is Korra’s avatar state weaker than Aang’s?
Because when Aang enters the avatar state, he has his bending power plus that of all his past lives and Raava’s (the spirit of light). However, Korra lost her connection to her past lives, so her avatar state is her own bending power plus Raava’s but NOT that of Aang, Roku etc..

From a writing standpoint Raava didn’t exist during the run of ATLA but there’s always a possibility of Aang meeting or speaking with Raava in the comics at some point. There’s no way to know, since we only see him during his preteen years during and after the war.
